1) my orders from last turn would have sent a force to Hamah had
the agreement over Antioch been accepted. However no agreement meant
they went to Baalbeck.

2) even if my force had gone to Hamah, the siege would not have been
effective until the Siege Phase of this turn, too late to open a LOC
to a port. LOCs are checked for prior to movement (11.17).

3) Maresh does not block a LOC to Tarsus as it only has a ZOC in
its immediate hex (7.13) so no out of LOC attrition is needed
