metal to the MW.

Transport placed into Reserve

B Trade Round
Use NE Transport to pick up 1 CP and 1 Metal from NE, go to MW to pick
up 3 Metal, go to SW to drop off 4 Metal and 1 CP and to pick up 2 Fuel,
go to MW to drop off 2 Fuel, and return to NE.  Fuel used from NE excess
Domestic Trade allocation. 
Alternately, if NE does not match the above orders, then use MW
transport to pick up 3 Metal, go to SW to drop off 3 Metal and pick up 2
Fuel, return to MW and drop off 2 Fuel.  Fuel used from MW excess
Domestic Trade Allocation.

Put 4 mech into farm, 8 mech into industry

to MW drop off 2 fuel and return to NE.  Fuel used from excess NE
