The Papacy intends to move and, if need be, fight.  While the state of
war between the Papal States and the Lutherans lapsed, I take his comment
that it has not as a new declaration of war.  Very well.

*Hapsburg Empire

No Diplomacy or Reinforcements. Intent to move.

*France

Unless you hear otherwise...assume move, intent to have combat. The usual!

*England

1.  Transfer 16 ducats to Ottoman treasury

2.  England declares war on the Lutherans, French, Papacy and Hapsburgs, 
citing no good reason at all other than the fact it allows the British 
Expeditionary Force in Germany to do something interesting this way.

3.  England will DEFINITELY be moving
